Job Description:

  • This requisition is contingent upon L3Harris winning the Aircraft Maintenance and Modification Serivces in Support of the Presidential Helicopter contract.

  • The anticipated date of Contract Award is March 2025 with an anticipated start date of March 2025 .

  • The location for the performance of this program is Patuxent River, MD/Quantico, Virginia. Employee must be located on site.

  • Responsible for the development, implementation, leadership, and measurement of total quality management programs and Six Sigma initiatives. Leads projects, provides training, logistical and infrastructural assistance for quality initiatives. Ensures internal, customer, regulatory and 3rd party requirements are defined, measured, and continuously improved. Leads root cause and corrective action to address product and process non-conformances and compliance gaps. Drives early cross functional engagement initiatives to ensure quality is built into the design and processes. Is responsible for developing and implementing inspection planning, testing and evaluation methods to verify product repeatability and reproducibility. Develops budget, monitors expenditures and leads a Quality team or department which may comprise Quality Engineering, Software Quality Engineering, Supplier Quality Engineering, Quality Control, and/or Operational Excellence. May oversee program/project execution through review of proposals and completion of gate reviews.

    Essential Functions:

  • Reports directly to the Group Manager. And coordinates with Government and Contractor senior management to maintain Quality Assurance and safety programs IAW policies, processes, procedures, and controls. Manages Contractor Aircraft Quality Control Inspectors.

  • Manages the quality and safety programs to ensure compliance under the contract. Conducts quality and safety inspections/audits of the contract operations and sub-contractors. Develops Quality Assurance/Safety/Hazardous Waste programs, manuals, and revisions.

  • Conducts research, develops corrective action alternatives, and tracks responses for problem areas identified in internal and customer audit findings. Acts as a direct representative to the local Navy point of contact.

  • Monitors the weight and balance, FOD, Calibration, nondestructive testing, corrosion prevention, tool control, and ground safety programs along with other programs assigned.

  • Manages the inspection branch, including inspection requirements, trend analysis, technical order publication library, maintenance training programs, and functional check flight programs.

  • Provides guidance and direction to achieve compliance with all applicable safety and quality standards. Provides leadership and knowledge to staff members and teams as necessary.

  • Develops staff and methodology to fulfill duties and communicates program metrics as needed. Maintains awareness of regulatory changes and disseminates safety-related bulletins, technical changes, and literature to work site personnel.

  • Investigates mishaps and injuries. Oversees Technical Library.

  • Ensures compliance with company programs, Federal Aviation Administration (FAA), and Government directives. Ensures Airworthiness Directive compliance and aircraft configuration.

  • Ensures modification and maintenance activities are conducted utilizing applicable documents. Monitors quality deficiencies and coordinates corrective actions.

    Qualifications:

  • Requires management and leadership knowledge in job area. Typically has comprehensive knowledge and skills within a specific technical or professional discipline and may have broad understanding of other areas within the job function. Bachelor’s Degree in Business or Mangement discipline and minimum 10 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

  • Minimum of ten (10) years’ experience in any combination of the following areas: Quality Assurance/Improvement, ISO-9000, and/or Safety and Environmental Compliance.

  • Two (2) years Management experience preferred.

  • Requires working knowledge of project planning.

  • Proven leadership and management ability.

  • In depth knowledge of quality management, concepts, techniques, tools, and procedures. Demonstrated knowledge of aircraft logs and records.

  • Shall have sufficient knowledge and experience to effectively assume responsibility for the overall quality of the Contractor’s maintenance effort in accordance with NAVAIRINST 3710.1 and CNAFINST 4790.2 series.

  • Must be able to obtain Top Secret Security Clearance in accordance with the NISPOM codifying 32 Code of Federal Regulation Part 117, NISPOM Rule.

  • Must be able to satisfy personnel security requirements for Yankee White access in accordance with the DoD Directive 5210.55 (Presidential Support Program) and DoD Instruction 5210.87 (Selection of DoD Military and Civilian Personnel and Contractor Employees for Assignment to Presidential Support Activities. A government requisite pre-screening checklist will be requested from all applicants considered.
